Description

Netorian is seeking a Systems Architect.

Employment Type: Full-Time. We CANNOT sponsor candidates.

Location: Pikesville, MD, Telecommuting / remote option available.

Education:

  • A Bachelor’s Degree from an accredited university; Computer Science, Information Systems Management, and Computer Engineering degrees preferred.

Experience:

General:

  • 3-5 years of experience with SQL Server
  • 3-5 years of experience with Entity Framework
  • 8-10 years of experience with C#
  • 3-5 years of experience with VB.NET
  • 5 years of experience with Visual Studio
  • 5 years of experience developing reports using reporting services or similar reporting tools (DevExpress is preferred)
  • At least 2 years of experience using Team Foundation Server for requirements-testing-bug tracking
  • 3-5 years of experience working in an Agile environment

Specialized:

  • Minimum of 18 months, within the last 3 years, designing responsive web forms and user dashboards
  • Minimum of 18 months, within the last 3 years, designing software systems using ASP.NET
  • Minimum of 18 months, within the last 3 years, using ASP.NET Web Pages, MVC or ASP.NET Core (or a framework with similar flexibility, support and knowledge base)
  • Strong understanding of XML and XSD files
  • Experience using DevExpress controls and reporting is preferred

Resource should be able to assist in the development of requirements specifications for each Sprint and create detailed test cases for each requirement included in a Sprint.

Description of Work:

We are assembling a team to support the development of an incident-based reporting application.

The purpose of the project is to provide the required information and tools for the implementation of, and transition to, an Incident Based Reporting (IBR) System in Maryland based on the FBI UCR National Guidelines. The plan is divided into three (3) phases: 

  • Phase I:  Establish an IBR Statewide Repository in compliance with FBI federal standards and ensure that it is operational and ready to accept data from the Maryland UCR contributors.
  • Phase II:  Receive data from the six (6) sample agencies in Maryland that are NIBRS compliant, one of which is the Maryland State Police, into the Statewide Repository.
  • Phase III: Expand usage of the Statewide Repository to all other law enforcement agencies in terms of data entry, validation and storage; produce detailed program documentation and develop training to assist the agencies transitioning to IBR reporting.  

New and innovative ideas are encouraged and supported in this Agile environment.

Specific duties:

  • Development of enhancements to the current system as assigned to the resources
    • software design documents
    • interface specifications
    • updates to requirements traceability matrix
    • development/updating of user support documentation
    • development of test cases
    • participation and documentation of code reviews and demonstrations
  • Periodic Status reporting
  • Other duties as assigned
