Netorian is currently recruiting for three (3) VTC Engineers to join our team in Afghanistan as the in-country network and system administrators to support United States Forces-Afghanistan (USFOR-A) under the Command, Control, Communications, Computers Information Technology (C4 IT) Services contract.

Job Description: The VTC Network Engineer will:

  • Provide engineering support to United States Forces Afghanistan (USFOR-A) regarding all Video Teleconferencing (VTC) and media operations matters, to include the operations, maintenance and engineering sustainment of the Afghanistan Theater Video Bridge (ATVB).
  • Assist USFOR-A and JNOSC-A in the development and presentation of video related briefings as required.
  • Provide in-theater engineering expertise and perform integration design, implementation and testing of media operations and VTC capabilities and enhancements; new or emerging audio/video architectures; and advancements in audio/video algorithms and protocols.
    • Evaluation of technology feasibility,
    • Vendor equipment capabilities,
    • Evaluation of architectures to be tested,
    • Development and evaluation of engineering test plans,
    • Development and verification of test scripts,
    • Management and execution of testing,
    • Development of test reports and review and certification of test results.
  • Provide subject matter expertise in the configuration and operations of various VTC implementations including Cisco and Polycom.
  • Troubleshooting critical outages within 30 minutes; resolve problems within six (6) hours.
  • Travel to Operating Bases around the CJOA-A supported by USFOR-A when required to provide VTC engineering support to required services.
  • The level of effort performed shall include fault identification and technical problem referral, vendor patch and upgrade release, Information Assurance (IA) patch and mitigation releases, and network design changes and revisions.
  • Coordinate with USFOR- A’s Communications Security (COMSEC) group on security and policies to ensure sites within their supported Area of Responsibility (AOR) are in compliance with USFOR-A policies (e.g., Connection Approval Process (CAP)).
  • Integration and management of a robust VTC architecture in the theater and shall comply with standards dictated by DISA, USCYBERCOM, Southwest Asia Cyber Center (RCC-SWA), and JNOSC-A.
  • Provide recommendations concerning VTC Facility and Media Operations Center, as well as ATVB architecture and configuration and provide on-site technical assistance.
  • Assist in the development of exercise, contingency and organizational Concept of Operations (CONOPS) and shall work with each of the VTC and Operations Center site facilitators to implement the required technical standards, preferred architecture, configuration, and operating practices, in order to optimize Operations Center and VTC sessions.
  • Provide overview and general use training to all organization members and key leaders upon request. Shall maintain network topology diagrams that depict all VTC bridging equipment; updates shall be made within seven (7) days of network changes.
  • Maintain VTC bridging devices and endpoints in accordance with DISA STIG policies; compliant within 30 days of policy updates.
  • Provide monthly inventory of all network devices, including number of endpoints.
  • Advise and assist Audio Visual and VTC Support Technicians at various sites under USFOR-A control. 


This position is based in Afghanistan. The VTC Network Engineer will work 72 hours a week, 7 days a week, available on-call 24/7.

Skills and Detailed Experience Required:

  • Minimum of five (5) years of experience providing oversight and engineering of VTC architectures and environments.
  • Minimum of one (1) year experience and understanding of the Cisco Unified Communications Manager (CUCM) architecture.
  • Possess CCNA Collaboration certification at a minimum, preferably CCNP Collaboration.
  • Possess 4 to 5 years’ experience with Cisco processes to include: RMA (Return Materials Authorization) program, licensing coverage of various Telepresence systems, software licensing renewals, software licensing updates, and Cisco Technical Assistance Center (TAC) program.
  • Freeport Certified Installer.
  • Possess 4 to 5-years’ experience with software and hardware components of Cisco and Polycom VTC systems to include Cisco TelePresence Management Suite, Video Communications Server, Gatekeepers, Cisco Jabber, Polycom Real Presence Desktop, and various Cisco and Polycom end points.
  • Possess 4 to 5 years’ experience with Cisco processes to include: RMA (Return Materials Authorization) program, licensing coverage of various Telepresence systems, software licensing renewals, software licensing updates, and Cisco Technical Assistance Center (TAC) program.
  • Hold and maintain DoD 8570.01M Information Assurance Technical (IAT) Level II Certification.

 

Additional Qualifications:

  • TS/SCI clearance required. 
  • Detail-oriented with technical, verbal, and written communication skills
