Description

Netorian is seeking a Provisioner/ Integrated Logistics Specialist to provide guidance to defense contractors in the preparation of Logistics Management Information (LMI) contract deliverables.

Employment Type:

  • Aberdeen Proving Ground (APG), MD -- remote work option may be available.

Travel:

  • 25% or more.

Experience:

  • Minimum 5 years of Provisioning/ experience.

Clearance:

  • Active Secret Clearance.

Education:

  • Bachelor's degree preferred; additional 4 years relevant experience can be substituted for degree.

Experience:

  • Demonstrated ability to develop Contract Data Requirements List (CDRL) and Sow of Work (SOW) for the development of Logistics Management Information (LMI).
  • Extensive knowledge of Provisioning Parts Lists (PPLs), Engineering Data for Provisioning (EDFP), Provisioning and Pre-Procurement Screening, Repair Parts Special Tools Lists (RPSTLs), and Design Chance Notice (DCN).
  • Experience directing and providing guidance to defense contractors regarding Provisioning, RPSTL, Screening, and EDFP. Ability to chair Provisioning Guidance Conference, develop agendas, Power-Point Slides, minutes.
  • Experience coordinating and participating in Provisioning Conference, In-Process Reviews, RPSTL review, hardware teardowns, TM/RPSTL Verification, weekly program conference calls.
  • Ability to monitor contractor compliance of the Integrated Master Schedule (IMS) and government interpretation of regulations such as MIL-STD-40051-2B, MIL-STD-1388-2B, GEIA STD 0007, DoD 4100-39M, MIL-HDBK-1222F, Power-LOG edits, MIL-PRF-49506, AR 700-18, and AR 700-82.
  • Experience performing all Initial Item Identification processes.
  • Experience with the Logistics Modernization Program (LMP) to load PPLs and process through the Bill of Material (BOM) build.
  • Experience with Supply Support Request (SSR) processing, follow-up, and EDFP requirements to support SSRs.
  • Experience providing guidance to contractors for RPSTL design, establish maintenance significant items. Knowledgeable of Two-Level Maintenance, TMs, ETM, IETMs and digital formatting.
  • Knowledge of new B16 National Stock Number (NSN) assignment processing and coding criteria. NSN file maintenance actions and required forms (i.e. DD1685, JLC-19, JLC-17, DD61, JLC-47).
  • Experience coordinating with other Services and agencies in the performance of provisioning and RPSTL actions.
  • Knowledge of Configuration Management (CM) processes, Design Change Notices (DCN), Engineering Change Proposals (ECPs), whether formal or informal, and ability to evaluate their impact to logistics documentation (e.g. PPL, RPSTL, NSN).
  • Knowledge of NSN Interchangeability and Substitutability (I&S) and analysis of impact to the logistics documentation and Supply Support.
  • Ability to gather facts, develop conclusions and exercise technical leadership to obtain agreements between various functional areas to avoid IMS slippage and expedite provisioning and supply support inquiries and actions.
  • Experience identifying, evaluating, and developing procedures to meet business objectives and recommending improvements to existing or planned logistics processes.
  • Ability to multi-task effectively, prioritize and execute against multiple priorities.

Description of Work:

LMI data will be used to identify, select, catalog and determine support material requirements, in the development of the Provisioning Parts List (PPL), Engineering Data for Provisioning (EDFP), Provisioning and Pre-Procurement Screening, Repair Parts Special Tools Lists (RPSTLs) and Design Change Notifications (DCNs).

The Provisioner/ Integrated Logistics Specialist will review, analyze and approve contract deliverables, load and manage processes into the Logistics Modernization Program (LMP) to assign National Stock Numbers (NSNs) and perform all aspects of initial provisioning and NSN file maintenance actions.

The Provisioner/ Integrated Logistics Specialist will also oversee defense contractors in their preparation to provide support for modifications, reviews, and updates to any of the above existing lists. Position requires an organized, detail-oriented, self-starting individual who can work both, independently and in a team-oriented environment.
