Netorian LLC has an immediate opening for a Subject Matter Expert as a Senior Policy Analyst at the Maryland Board of Elections
Position: 
Senior Policy Analyst

Agency Background and purpose:
SBE has a need for Election Administration support that will lead the implementation of an (FVAP EASE) Grant aimed at increasing voter participation for Uniform and Overseas Citizens (UOCAVA).  SBE has a need to  develop a data-based action plan for specific, measurable and sustainable improvements in the quality of the voting experience for UOCAVA voters.

Duties and Responsibilities:  
Activities, as directed by the respective functional area leads, as stated above include but are not limited to:
  • Document the experience of the voters behind the statistics by identifying specific failure points.
  • Create a detailed map of the administrative process flow, documenting specific process failures and extraordinary measures required to get UOCAVA voters’ ballots returned and counted, compared to that of other voters in the State of Maryland.
  • Evaluate the direct customer support provided to UOCAVA voters and any failure points in training for the personnel providing assistance.
  • Create an action plan for making measurable and sustainable improvements to the quality of service provided to UOCAVA voters.
  • Other related projects and duties as assigned.
 
Preferred Qualifications:

Education:

  • A Bachelor's Degree from an accredited college or university with a major in Business, Computer Science, Information Systems, Engineering, Business, or other related discipline.
  • A Master's Degree is preferred.

General Experience:

  • Must have five (5) years of experience working with federally funded grant programs, state related government operations, or  managing a state/federal project.

Specialized Experience: 

  • Very effective interpersonal skills including collaborating with a team and stakeholders.
  • Ability to track accurately federal and state legislative, judicial, budgetary, and regulatory issues.
  • Ability to adapt to changing priorities.
  • Must be able to effectively manage the projects and tasks assigned and manage them concurrently.
  • Must be extremely responsive and punctual.
  • Must be an excellent communicator verbally and in written form.
  • Must have an appreciation of the importance of discretion and confidences in government (administration and elected arenas).
  • Must have particularly good organizational skills.
  • Must have excellent stakeholder management skills.
  • Election experience is desirable

  • Microsoft Office applications
  • Google Office applications

After the acclimation phase

You will work remotely and at 151 West St. in Annapolis when needed.

Must be reachable by phone and able to participate in virtual meetings.

General work hours are from 8:00 am – 5:00 pm.
Should be willing to work extra hours to fulfill any timeline requirements for a project or task.
