Description

Netorian LLC has an immediate opening as a Systems Inventory Project Manager.

Background:

Netorian LLC is a contracting partner with The Office of Security Management (OSM) within the Department of Information Technology (DoIT) providing State agencies with a common statewide strategy for secure, effective, and technically sound use of the State's information technology resources.

Scope:

The Systems Inventory Project Manager (PM) will be responsible for developing and implementing a statewide system and application inventory and tracking program. The PM will work closely with key state stakeholders including, but not limited to, the State Chief Information Security Officer (SCISO), Chief Data Officer (CDO), Chief Privacy Officer (CPO), and Artificial Intelligence (AI) Advisor to complete this effort.  This individual may also support managing additional project engagements for the Department of Information Technology (DoIT).

Duties/Responsibilities:

The Senior Project Manager’s duties and responsibilities include but are not limited to:

  • Develop the collection of a statewide inventory to include all systems, applications, cloud services, data, and artificial intelligence (AI) related applications and systems.
  • Identify and document permanent and transient interconnections.
  • Analyze existing system inventory documentation.
  • Review and ensure the integration of all legislative, executive orders, mandated requirements, and department standards/criteria.
  • Support the preparation of system/application inventory policies and procedures and related AI system guidance.
  • Develop the inventory in a form that is publicly available on websites and other sources with the ability to protect certain information.
  • Conduct inventory risk and impact assessments, in particular those which utilize AI.
  • Ensure systems and applications are categorized and delineated properly to support stakeholder requirements.
  • Lead project meetings and preparing respective briefings and reports providing weekly scope, budget, and schedule status updates on the accomplishments, milestones, tasks, roadblocks, issues, and risks related to each project.
  • Engage with teams of technical resources to prioritize and deliver additional high-quality IT solutions that meet business needs.
  • Develop project plans, road maps, and schedule/timelines for execution.
  • Coordinate with various stakeholders and executives on program status, risks, issues, and trends.
  • Develop and update project charters, scope statements, and scope management to align work efforts to organizational goals and objectives.
  • Develop transition activities and roll out schedules during both pre- and post-implementation.
  • Develop performance and quality measures/metrics and provide tracking and periodic reporting on these measures/metrics; create lessons learned and after actions reviews.
  • Develop and implement communication strategies to improve transparency and promote awareness of program areas and issues.
  • Develop written documentation and oral correspondence of outstanding quality.
  • Integrate change management and change control practices into the program as required.
  • Identify, track, manage, and reduce the impact of risks and issues.
  • Manage vendor relationships to ensure high levels of quality deliverables and performance.
  • Meet legal, regulatory, and policy mandates.

* The PM must comply with all applicable laws, regulations, policies, standards, and guidelines affecting Information Technology projects, which may be created or changed periodically.

Education:

  • Bachelor’s degree from an accredited college or university in Business Management, Cybersecurity, Information Technology, or a related field.
  • Current Project Management Certification (i.e., PMP) Required Experience:
  • At least five (5) years proven experience in Technology (IT) Project Management or an additional two (2) years’ experience in substitution of a degree.
  • At least two (2) years’ experience:
    1. Designing, developing, and implementing IT processes, services, and capabilities.
    2. Developing or supporting system and application inventory engagements.
    3. Developing risk and impact assessments.
  • Must have a current relevant Project Management Certification (i.e., PMP)
Preferred Qualifications and Certifications:
  • At least five (5) years of experience managing IT-related projects and must demonstrate a leadership role in at least three (3) successful projects that were delivered on time and on budget.
  • Experience performing project activities in alignment with NIST Standards.
  • Strong understanding of AI technologies and regulations and compliance requirements.
  • Additional Project Management or related certifications.

Additional Skills:

  • Excellent problem-solving skills and attention to detail.
  • Experience working with and presenting to senior leadership and executive.
  • Strong communication skills to communicate with a diverse range of stakeholders and executives and effectively report findings.
  • Experience with regulatory and security requirements regarding specific data types including Federal Tax Information (FTI), Personally Identifiable Information (PII), Protected Health Information (PHI), Payment Card Industry (PCI), and Criminal Justice Information Systems (CJIS).
