Description

Netorian LLC has an immediate opening for Project Manager (CRIS) at Maryland State Board of Elections.

Project Background and Position Purpose

The Maryland State Board of Elections (SBE) is seeking to procure a new Commercial Off the Shelf (COTS) Campaign Reporting Information System (CRIS). The current Campaign Reporting Information System contract will expire in March 2025. The procurement of the new Campaign Reporting Information System must be initiated during the calendar year 2023 to ensure adequate time is allotted for the RFP development, publication, and procurement life cycle as well as the implementation of the solution prior to the 2026 Gubernatorial Elections.

The State Administrator of Elections is the Chief Election Official for Maryland. In this capacity, the Administrator is responsible for fulfilling the requirements of Section 13-324 of the Election Law Article of the Annotated Code of Maryland. This provision requires that campaign finance reports be submitted to SBE in an electronic storage medium, in a format that SBE approves, and be widely and easily accessible to the public. To meet these requirements, SBE has used the current Maryland Campaign Reporting Information System (MD CRIS) since 2011. Using this system, SBE staff enter and track committee information, including committees’ filing requirements, officers, and reporting history; send notices to filers and other State agencies; and create reports and letters. MD CRIS has a searchable, publicly accessible online campaign finance database.

Within MD CRIS, there is also a separate module called the Business Contribution Disclosure System (BCDS). Title 14 of the Election Law Article requires that a person doing business with the State, any one or more counties, incorporated municipalities,

or other political subdivisions of the State, or with anyone or more agencies of the State or a political subdivision involving aggregate consideration of $200,000 or more, file a contribution disclosure statement with the State Board of Elections. Additionally, pursuant to Section 5-716 of the General Provision Article, a person who employs a State lobbyist and makes applicable contributions must file a contribution disclosure statement. To satisfy this requirement, the BCDS module allows users to electronically file business contribution disclosures to SBE.

The selected Project Manager will be expected to lead the team in the development and work with all the stakeholders to create and execute the RFP followed by the implementation of the selected solution. The Project Manager will be responsible for tracking the progress and performance of the project and ensuring project efficiencies.

 

Duties / Responsibilities

  • Provide project leadership and management for the 2026 Campaign Reporting Information System (CRIS) project and the project team as directed by SBE and State’s Department of Information Technology (DoIT) who has oversight responsibilities for Major Information Technology Development Project (MITDP) efforts.
  • Responsible for project development using an Agile project management methodology.
  • Responsible for the development of the Request for Proposal (RFP) for the Campaign Reporting Information System and any related procurement requirements.
  • Responsible for identifying, recruiting, onboarding, and managing additional project team members.
  • Manage the needs of and communication with the various stakeholders and stakeholder groups including SBE, external end-users, and vendors.
  • Manage the transition of the legacy CRIS and new to-be procured CRIS.
  • Manage the project’s risk and issues register.
  • Coordinate and manage the project scope and budget (estimates and actuals) including any changes, to either, during the project’s life cycle.
  • Develop and maintain project plans and subsidiary plans to include stakeholder and communication management.
  • Develop and manage the project work breakdown structure (WBS) and schedule.
  • Identify, track, and monitor project milestones and deliverables.
  • Assist with the completion of the annual Information Technology Project Request (ITPR) and any other external agency or legislative report request (e.g., Joint Chairman’s reports).
  • Manage the development of the business, functional and technical project requirements. This includes understanding the legacy system’s existing requirements, the lessons learned, and other expectations for a new system.
  • Defining the requirements for transitioning data from the legacy to new system.
  • Provide direction for the development and documentation of training plans.
  • Provide oversight and Input on the development and execution of the project training plan.
  • Create weekly status reports for the project as required.
  • Facilitate SBE project internal meetings with the project team and key stakeholders
  • Manage project team member’s contract administrative requirements including work schedules, time sheets, and status reporting.
  • Complete other project documents as defined by the Candidacy and Campaign Finance Division Project Manager
  • Develop, manage, and maintain the project’s dashboard.
  • As needed, coordinate any project related tasks and deliverables with other SBE projects and tasks.
  • Manage project deliverables to ensure timelines are achieved.
  • Complete ad hoc assignments as defined by the Candidacy and Campaign Finance Division Project Manager or other SBE senior management.
  • Complete other related duties as assigned.

 

Preferred Qualifications

  • At least five (5) years of experience in project management.

Education

  • Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related discipline
  • Master’s degree or project management certification preferred.

Preferred Experience

  • Ten (10) years of experience in Agile related IT project management.
  • Demonstrate a leadership role in at least three (3) successful projects that were delivered on time and on budget.
  • Experience with projects impacting multiple systems or applications.
  • Two (2) years of experience with campaign finance and/or business

disclosure systems and projects.

  • Experience with Google Suite and Smartsheet.
  • Experience identifying business, functional and technical requirements.
  • Experience authoring/developing Request for Proposals (RFP) for large IT project systems.
  • Experience with managing vendors.
  • Excellent communication skills, written and verbal.

Work Location:

  • Annapolis, MD, however arrangements may be available for a hybrid onsite/remote work schedule.
